    Fix: cron_schedules filter callback no longer triggers the WP 6.7+ _load_textdomain_just_in_time _doing_it_wrong notice. The custom 15-minute retry recurrence's display label now uses is_textdomain_loaded() to guard the () call. Filter registration stays at plugins_loaded so the recurrence remains available during the plugin activation hook, which calls schedule_cron() before init has fired in some wp-cli flows.
