とりあえず不具合が発生したらプラグインを一つずつ停止していって、症状が改善すればプラグインが原因の可能性が高いので、全部停止しても問題があるようならテーマに問題がある可能性が高いです。ただ、ここ最近は Lightning はアップデートしていないのでプラグインだと思います。

左側の設定は、テーブル全体を画面に対して中央に指定する右側の設定はテキストの左右方向を指定するので、そもそも上下に揃える指定はいまのところ存在しません。上下方向を下付けにするのか上付けにするか上下中央にするかはテーマのCSSに依存していると思います。上下指定したい場合は自身でCSSを書き足すかプラグイン Flexible Table Block を使えばできるかもしれません。
