    @xadf 问题以前IPV4地址也不够，并未大面积、持续的出现409问题。 而是在中国政治敏感期70年庆典前后出现的，这不是单纯技术性问题。 这段时间不仅大面积IP地址被封禁ban掉，且很多国际网络线路，进入中国的时候，线路调配出了问题，造成极端的缓慢。之后虽然速度有所恢复，但wordpress的问题一直残留了下来。网络调整后，可能是ISP制造规则，把数量庞大的内部地址，NAT到很少的几个IP地址，规则上访问wordpress的时候，只能用这个几个地址。造成了409现象。至于为什么这么做，可能是便于集中监管，甚至是便于劫持。 推测wordpress官方针对这个情况很被动，没任何措施，没有针对中国的这几个网关IP放行开绿灯。

    @kmvan PPPOE拨号变更IP，不会造成同一时间大量用户以一个IP访问WP， 因为每个用户的IP都是随机的。并不是NAT到一个单独IP，而是一批IP地址。 我个人观察，前端时间似乎一些ISP在调整网络，疑似访问部分特定网站（包括wordpress.org）的时候，大部分用户经过同一个网关（不排除是技术问题，或监管需要），这样在一些网站比如WP看来，是属于一种恶意的访问，触发机制导致429反馈。
